1、摘要：处于新世纪的重要发展进步时期，尤其是科技水平等引领重要增长极的重要领域在世界各国所处的地位俞来重要。电子计算机的应用已经广泛根植于社会的各行业之中，重要的国家企事业单位无不大量使用电子政务系统，给使用组织带来了巨大的便捷与高效的工作条件。然而我国目前的电子政务系统的使用也出现了许多问题，影响着单位和国家的安全。目前的电子政务网络遭受网络攻击的严重威胁不断增多，另一方面由于技术落后，操作规程的不正当使用，系统内部数据每年都有大量被盗，这对国家的安全造成了严重的损伤和威胁。正是处于这样的社会大背景下，本篇论文的研究重点
2、集中于讨论电子政务系统不安全的原因以及提出有针对性的解决措施，还提出了全面防范的机制建设。本文针对电子政务系统中存在的问题展开研究，首先进行了研究背景和意义的论述,从不同领域解释电子政务的基本概况，分析电子政务的安全规避特点，结合物理层和应用层两大块进行安全分析，最后得出全方位的安全防范措施，从电子政务网络系统的硬件基础、安全管理规程、以及我国法律法规建设水平等方面分别论述安全防范点。重点是结合网络规避风险的特点和物理层与应用层的特征提出建立电子安全网络的预警机制措施。从整体框架对，分析出整个电子政务网络系统的重要危险环
