3、short,mediumandlongterm.TheDraftPlanhadinitiallybeeninformedbyStrategicEnvironmentalAssessment,whichallowedenvironmentalconsiderationstobe‘frontloaded’intheplan-makingprocess.TofurtherformulateTheDraftPlan,aseriesofoptionswereidentified,whereitinitiallyappearedthatfeasibi
4、lityforoffshorewindenergycouldbeexploredfurther.Firstly,the10areaswithCrownEstate‘exclusivityagreements’wereviewedasashorttermoption.Secondly,mappingsystemswereusedtoconsiderwheredevelopmentcouldbetechnicallyfeasibleoverthemediumtolongterm.Severalconsiderationswereconside
5、redrelevantatthisstage–WindResource;WaterDepth;Ports,andGrid.Thirdly,havingidentifiedtheoverallscopeoftheDraftPlanasawhole,furtheranalysiswasundertakentoidentifysuitableareasfordevelopmentinthemediumtolongterm.ThisinformationwasusedbytheconsultantscommissionedbyScottishGo
6、vernmenttodeveloptheDraftPlanandtheassociatedStrategicEnvironmentalAssessmenttomapzonesofbroadenvironmentalsensitivityandtechnicalissueswithintheCrownEstatesMarineResourceSystem(MaRS).TheCrownEstatehadoperatedtheMaRSsoftware,inresponsetoinstructionsfromtheconsultants.MaRS
7、usedasystemofscoringandweightinginformationtoproducegraduatedmapsoftheleasttogreatesttechnicalandsubsequentlyenvironmental,sensitivity-mostnotablyinrelationtoshippingandcommercialfishingsectors.TheMaRSsystemisapowerfultoolforthehandlingandintegrationofawiderangeofspatiald
8、atareferringtoenvironmentalandtechnicalfactorsthatcaninfluencethedevelopmentofoffshorewindenergy
