8、断壮大，据统计，截止2003年，全市人才总量为88353人，占全市人口总量的106%，其中，管理人员22890人，专业技术人员50538人，技能型人员14591人，农村人才334人。全市人才工作在市委、市政府和上级组织人事部门的正确领导下，先后制定了《增城市1997—2010年人才规划》、《增城市1997—2001年人才规划实施意见》，人才资源开发按照发展
