2、ion,Dignity,Adequacy,Inclusion:RethinkingtheOntarioDisabilitySupportProgram,arguesforpolicychangesthatrecognizeandassertthefundamentalrightsofpersonswithdisabilities.OnJuly6,2011,adelegationfromtheCoalitionmetwithCommissionersFrancesLankinandMunirSheikhtopresentourvisionofandspecifi
3、crecommendationsforanincomeandemploymentsupportsprogramwhichtrulytreatspeoplewithdisabilitieswithrespect,adequatelyprovidesfortheirneeds,andfostersrealsocialandeconomicinclusion.WethanktheCommissionersandtheirstaffforaforthright,thoughtfuldiscussion.AtthesuggestionoftheCommissioners
4、,theCoalitionhasdecidedtoprovideasecondsubmissionthatfocusesontwoquestionsofinterest:·WhatarethebestmechanismsthatcouldbeincludedinacomprehensiveplantosupporttheworkforceparticipationofOntarianswithdisabilities?·ShouldODSP“differentiatebetweenpeoplewiththecapacityanddesiretowork,and
5、thosewhoareunabletotakeajobbecauseofdisability?”(Commission2011:27)TheseissuesroughlycorrespondtoIssues1and2intheCommission’sfirstDiscussionPaper.TheCommissionersalsoencouragedustocommentdirectlyontheCaledonInstitute’sproposalforafederallong-termdisabilityincomesupportprogram,aswell
6、asontheAccessibilityforOntarianswithDisabilitiesAct,bothofwhichwehavedonehere.Inconsideringourresponsetotheseissues,wedeterminedthatitwouldbehelpfultooutlinetheCoalition’sideasforODSPreformwithinaframeworkthatwecallan“ActivationAgenda”.Thismodelofemployment-relatedsupportsismadeupof
7、fourkeyelementsthatwebelievearethefoundationforanOntarioDisabilitySupportProgramthatwouldactuallymeettheobjectivesitwassetouttoachieve.Inbrief,thesefourkeyelementsare:1)ADynamicUnderstandingofDisabilitythatservesasthefoundationforasystemthatprovidesappropriatesupportsforpeopleexperi
