3、nstitutiontoprotectthelawfulrightsandinterestsoftheelderly,developtheundertakingsrelatedtotheelderlyandpromotetheChinesepeople'svirtuesofrespectingandprovidingfortheelderly.Article2TheelderlyreferredtointhisLawarecitizensatorabovetheageof60.Article3TheStateandso

4、cietyshalltakemeasurestoimprovethesocialsecuritysystemregardingtheelderlyandgraduallybettertheconditionsthatcontributetowardtheirwell-being,goodhealthandparticipationinsocialdevelopment,sothattheyareprovidedfor,haveaccesstonecessarymedicalcare,haveopportunitiesf

5、ortheirownpursuitsandstudiesandenjoythemselves.Article4TheStateprotectsthelawfulrightsandinterestsoftheelderly.TheelderlyhavetherighttoobtainmaterialassistancefromtheStateandsocietyandenjoytheachievementsinsocialdevelopment.Discriminatingagainst,insulting,maltre

6、atingorforsakingtheelderlyisforbidden.Article5Thepeople'sgovernmentsatvariouslevelsshallincorporatetheundertakingsrelatedtotheelderlyintotheplansfornationaleconomicandsocialdevelopment,graduallyincreasethe8investmentintheseundertakingsandencourageallsectorsofsoc

7、ietytomakesuchinvestment,sothattheseundertakingsandtheeconomyandsocietydevelopinacoordinatedmanner.TheStateCouncilandthepeople'sgovernmentsofprovinces,autonomousregionsandmunicipalitiesdirectlyundertheCentralGovernmentshalltakeorganizationalmeasurestocoordinatet

8、heeffortsmadebyrelevantdepartmentstoprotecttherightsandinterestsoftheelderly.ThespecificinstitutionsforthepurposeshallbeprescribedbytheStateCouncilandthepeople'sgover
