1、鄂州市最低生活保障实施办法（MeasuresfortheimplementationoftheminimumlivingsecurityinEzhou）Thepeople'sgovernmentsofalldistricts,theadministrativecommitteesofthedevelopmentzones,thesubdistrictofficesandalldepartmentsofthemunicipalgovernment:Themeasuresfortheimplementationoftheminimumlivingsecurity

2、inEzhouwereexaminedandapprovedbytheeighthexecutivesessionoftheMunicipalPeople'sGovernmenton2011,andareherebypromulgated,pleasecomplywiththem.Twoyears,August10thMeasuresfortheimplementationoftheminimumlivingsecurityinEzhouChapterIGeneralProvisionsThefirstistoguaranteethebasiclivings

3、tandardofurbanandruralresidentsinourcity,topromotetheintegrationofurbanandruralsocialassistance,accordingtotheStateCouncil"cityresidentsProtectionOrdinance"and"cityofHubeiprovinceresidentsminimumlivingsecurityimplementationmeasures",combinedwiththeactualcity,theenactmentofthisappro

4、ach.Second,thecity'sadministrativeareasofurbanandruralresidentsminimumlivingsecurity(hereinafterreferredtoasminimum)workandsupervisionandmanagementofthesemeasures.Thirdminimumlivingstandardsshouldfollowthefollowingprinciples:(I)principlesofopenness,fairnessandimpartiality;(two)thep

5、rincipleofintegrationofurbanandruralareasandoverallplanningofurbanandruralareas;(three)theprincipleofadaptingstandardsofprotectiontothelevelofeconomicandsocialdevelopment;(four)theprincipleofcombiningnationalsecuritywithsocialassistanceandself-helpthroughlabor;(five)theprincipleofc

6、ombininginsurancewithemploymentshouldbeguaranteed.Fourthmunicipal(District)civilaffairsdepartments,subdistrictoffices(TownshipPeople'sGovernment)fortheminimummanagementauthority.Municipalanddistrictcivilaffairsdepartmentsareresponsibleforthemanagementandapprovalofminimumlivingallow

7、ancesintheirrespectivedistricts.Theyareresponsiblefortheformulationofsubsistenceallowancespolicies,guidingandsupervisingtheworkofsubsistenceallowances,andinvestigatingtheillegalactivitiesconcerningthesubsistenceallowances.ThesubdistrictofficesandtheTownshipPeople'sgovernmentsareres
