4、ught.Withoutanopenandtransparentlegislativeprocess,itisimpossibletoachievethelegalizationoflegislation.Firstofall,wemustdeterminetheprinciplesthatmustbefollowedinordertoamendthelawsandregulationsandmakecommonground.Webelievethatthereareseveralitemslisted
5、below:First,theantilocalnormsshouldkeeppacewiththetimesandkeepabreastoftheneedsofthedevelopmentofscienceandtechnology.Twenty-firstCenturyhasenteredtheinformationage,electronicinformationtechnologyhasbeenwidelyappliedtogovernmentdepartments,withdefenseand
