2、债务纠纷,上下级,干群之间关系紧张、矛盾激化,贪污盗窃等。因此,罪犯作案前,一般对其放火过程进行过周密考虑。;(二)放火时间和地点有一定规律性;放火犯为掩人耳目,其作案一般选择在空隙时间,如节假日、上下班前后、开会、当事人外出、举行集会、文艺演出、夜深人静的时候,在偏僻、易逃离现场、不易被发现的地点实施放火。;(三)有预谋、有准备;放火者除对其放火时间、放火地点、放火方法、放火物进行周密考虑之外,甚至设想出一旦被发现如何借口逃脱,如何伪装,免受怀疑等方法。;(四)火灾发生有一定的突发性和特异性;organizationsystemandworkingmode,theselectio
