2、国金融风险的情况说明了金融风险对社会经济稳定发展的危害性从而强调了我国建立存款保险制度的必要性其次文章分析了我国制定存款保险制度的可行性和制约因素进而从建立存款保险制度前提条件的角度论证了化解制约因素的有效措施最后本文还针对各国和地区的存款保险制度的立法状况组织形式职能定位和基本业务及其运作方式进行了系统和深入地比较研究并对各国在制定和执行存款保险制度过程中的经验教训加以借鉴从机构设置职能定位投保方式保险范围资金筹措费率的选择保险额度和机构运作及对有问题银行的处理等八个方面对我国存款保险制度建设作了切合国情的设计关键词存款保险金融风险风险防范制度创新3摘要COUN
