1、11QUALITYANDCOST-BASEDSELECTION(QCBS)EVALUATIONOFFINANCIALPROPOSALSA.BACKGROUND1.ThepurposeoftheevaluationofConsultants’FinancialProposals(FPs)istoverifythatthecostsitemizedintheFPsadequatelycovertheservicesofferedintheConsultants'TechnicalProposals(TPs).Forthepurposeofmaintainingfairnessandtra

2、nsparencyintherankingofProposals,AProposalconsistsoftwocomponents:theTechnicalProposalandtheFinancialProposal.itshouldbepossibleuponcompletionoftherankingforCOSOandExecutingAgencies(EAs)toprovideadebriefingtoaConsultantwhosubmittedProposaladvisinginbroadtermshowtheConsultant'sProposalwasranked.

3、2.ForevaluationofTPs,theprocessisstructuredandwelldefinedastheevaluationisperformedusingcriteriadevelopedbytheEA’sConsultantSelectionCommittee(CSC)membersduringtheshort-listingmeetingandtheRequestforProposal(RFP)senttoshortlistedfirmcontainsacopyoftheSummaryEvaluationSheet(SES)andthePersonnelEv

4、aluationSheets(PES)withcorrespondingcriteria.However,assimilarcriteriadonotexistforevaluationofFPs,itisimportantthatguidanceisgiventoCOSOandtheEAsastotheprocedurestobefollowedforevaluationofFPs.B.PROCEDURES3.InstructionsintheRFPrequirethatshortlistedconsultants'FPsbeinaformatwhichindicatestheun

5、itcostandquantitiesofthevariouscomponents.Inaddition,theFPmustincludeprovisionalsumsandcontingenciesinaccordancewithrequirementsindicatedintheDataSheetoftheRFP.4.FollowingcompletionofthepublicopeningofFPs,theconcernedEAshallevaluatetheFPsusingthefollowingprocedures:a.CheckforCommercialComplianc

6、e(i)CheckiftheProposalvalidityperiodaccordswiththatindicatedintheRFPDataSheet.(ii)CheckiftheFPcontainsanystatementswhichmakeitscontentsrestrictiveorconditional(e.g.requirementsthatADBinadditiontocostsindicatedintheFP,shouldalsoreimbursetheconsultantforanytaxpayableintheconsultant'shomecountryor
