2、还是政府部门都没有明确的概念和度量。本文通过数据论证了单一指标----全要素生产率无法全面、正确的衡量一个国家或地区的经济增长方式的转变效果。为此，笔者根据经济增长方式转变效果的具体内容，依据指标体系的构建原则和要求，结合因子分析结果对指标进行功能分层，形成二级树状结构的评价指标体系。利用离散系数法对指标赋权、利用综合指数法对中国的经济增长方式转变效果进行测量和评价，其结论为：尽管中国经济增长方式转变效果处于明显的上升态势，但增速缓慢仍处于初期阶段，今后还需通过提高经济效益、提高产品竞争力以及改善环境进一步提升经济增长方式转变

5、transformationofthegrowthpatterninacountryoraregioncannotbefullyandcorrectlymeasuredbyasingleindex-totalfactorproductivity.Therefore,basedonthecontentofthegrowthpatternoftransformation.Andaccordingstructureprinciplesandrequirements,Combinedwithfactoranalysisresultst

6、oindexfunctionstratification,buildlevel2treestructureevaluationindexsystems.Usingdiscretecoefficientmethodofweighting,withcomprehensiveindexmethodtoChina'seconomicgrowthmodetransformationeffectwasmeasuredandevaluation.Andthenitmadetheconclusion:althoughtheeffectofCh
