2、adar(TDWR).Thewind-sheardetectionperformancedependsdirectlyonthequalityofthedataproducedbytheTDWR.Attimesthedataqualitysuffersfromthepresenceofclutter.Althoughstationarygroundcluttersignalscanberemovedbyahigh-passfilter,movingcluttersuchasbirdsandroadwaytrafficcan
3、notbeattenuatedusingthesametechniquebecausetheirsignalpowercanexistanywhereintheDopplervelocityspectrum.Furthermore,becausetheTDWRisasingle-polarizationradar,polarimetrycannotbeusedtodiscriminatethesetypesofclutterfromatmosphericsignals.Themovingclutterproblemisex
4、acerbatedatWesternsiteswithdrymicroburst,becausetheirlowsignal-to-noiseratios(SNRs)aremoreeasilymaskedbyunwantedmovingclutter.ForLasVegas(LAS),Nevada,theoffendingclutteristrafficonroadsthatareorientedalongtheradarlineofsightneartheairport.Theradarislocatedatasigni
5、ficantlyhigheraltitudethanthetown,improvingthevisibilitytotheroads,andgivingLAStheworstroadclutterproblemofallTDWRsites.TheSaltLakeCity(SLC),Utah,airportislocatedneartheGreatSaltLake,whichisthebiggestinlandstagingareaformigratingseabirdsinthecountry.It,therefore,s
6、uffersfrombirdclutter,whichnotonlycanobscurewindshearsignaturesbutcanalsomimicthemtotriggerfalsealarms.TheTDWR“dry”siteissuesarediscussedinmoredetailbyCho(2008).Inordertomitigatetheseproblems,wedevelopedamovingclutterspectralfilter(MCSF).Inthispaperwedescribetheal
