1、29-海事调查官管理规定（29-maritimeombudsmanadministrationregulations）RegulationsgoverningtheadministrationofmaritimeinvestigatorsChapterIgeneralprovisionsArticle1withaviewtostrengtheningmaritimeinvestigationteamconstructionandmanagement,makefulluseofhumanresourcesandrationalallocationofmaritim

2、einvestigation,improvethelevelofmaritimesurveybusiness,ensurethequalityofmaritimeinvestigation,theseprovisionsareformulated.Article2theseprovisionsshallapplytopersonsengagedintheinvestigationofwatertrafficaccidents.Article3themaritimebureauofthePeople'sRepublicofChina(thedepartmentof

3、transportandtransport)(hereinafterreferredtoastheministryofmaritimeaffairs)isthecompetentauthorityresponsiblefortheimplementationofthisregulation.ChapteriitherankandqualificationofthemaritimeinvestigationofficerArticle4themaritimeinvestigationofficershallbedividedintothreegrades:seni

4、ormaritimeinvestigationofficer,intermediatemaritimeinvestigationofficerandassistantmaritimeinvestigationofficer.Eachlevelisdividedintoforeignandnon-foreign-relatedtypes.Article5qualificationsofassistantmaritimeinvestigationofficer:(1)holdingamaritimeadministrativelawenforcementcertif

5、icate;(2)havingajuniorcollegedegreeoraboveinmaritimerelateddiscipline;(3)totakepartinmaritimeaffairsformorethan3yearsandengageinwatertrafficaccidentinvestigationandhandlingformorethanoneyear;(4)tobeproperlytrainedandqualifiedbytheassistantmaritimeinvestigationofficer;(5)theannualasse

6、ssmentandregistrationshallbevalid.Article6qualificationsofintermediateMarineinvestigationofficers:(1)holdingamaritimeadministrativelawenforcementcertificate;(2)havingajuniorcollegedegreeoraboveinmaritimerelateddiscipline;(3)havingparticipatedinmaritimeaffairsformorethan8years,withthe

7、qualificationofassistantmaritimeinvestigationofficerformorethan5years;Orbeengagedinthewatertrafficaccidentinvestigationandhandlingworkandtheseniorcrewoftheshipaccumulatedover10years;Orengagedinwatertrafficaccidentinvestigationformorethan10years;(4)tobeproperlytrainedandqualifiedbythe
