4、llbepresentedtothedebatersataspecifiedtime,usuallyfifteentothirtyminutespriortothedebate.Insomesituationsgeneraltopicareas(forexample“environment”or“internationalrelations”)orevenspecificmotionsthemselvesmaybeannouncedpriortothetournament.参赛队伍及辩题在IDEA议会制四队辩论赛中，支持辩题的
