2、yofLifeatSea(SOLAS).Aresolutionadoptedbythe1960Conferencesaidtheproposedcodeshouldcoversuchmattersaspacking,containertrafficandstowage,withparticularreferencetothesegregationofincompatiblesubstances.AworkinggroupofIMO’sMaritimeSafetyCommitteebeganpreparingtheCodein1961,incloseco-operationwitht

3、heUnitedNationsCommitteeofExpertsontheTransportofDangerousGoods,whichina1956reporthadestablishedminimumrequirementsforthetransportofdangerousgoodsbyallmodesoftransport.SinceitsadoptionbythefourthIMOAssemblyin1965,theIMDGCodehasundergonemanychanges,bothinappearanceandcontenttokeeppacewiththeeve

4、r-changingneedsofindustry.AmendmentswhichdonotaffecttheprinciplesuponwhichtheCodeisbasedmaybeadoptedbytheMSC,allowingIMOtorespondtotransportdevelopmentsinreasonabletime.AmendmentstotheIMDGCodeoriginatefromtwosources;proposalssubmitteddirectlytoIMObyMemberStatesandamendmentsrequiredtotakeaccoun

5、tofchangestotheUnitedNationsRecommendationsontheTransportofDangerousGoodswhichsetsthebasicrequirementsforallthetransportmodes.AmendmentstotheprovisionsoftheUnitedNationsRecommendationsaremadeonatwo-yearlycycleandapproximatelytwoyearsaftertheiradoption,theyareadoptedbytheauthoritiesresponsiblef

6、orregulatingthevarioustransportmodes.Inthatwayabasicsetofrequirementsapplicabletoallmodesoftransportisestablishedandimplemented,thusensuringthatdifficultiesarenotencounteredatinter-modalinterfaces.TheMaritimeSafetyCommittee(MSC)atits72ndsessioninMay2000adoptedarevisedandreformattedInternationa
