2、gtothePeople'sRepublicofChina,underthetermsoftheSino-BritishJointDeclarationof1984,aftermorethan150yearsofBritishadministration.Thisceremonyalsocelebratescontinuitybecause,bythatsametreatyandthemanysubsequentagreementswhichhavebeenmadetoimplementitsprovisions,theHongKongSpecialAdministrat
3、iveRegionwillhaveitsowngovernment,andretainitsownsociety,itsowneconomyanditsownwayoflife.Ishouldliketopaytributethiseveningtothosewhoturnedtheconceptof"onecountry,twosystems"intotheJointDeclaration,andtothededicationandcommitmentofthosewhohaveworkedsohardoverthelastthirteenyearstonegotiat
4、ethedetailsoftheJointDeclaration'simplementation.ButmostofallIshouldliketopaytributetothepeopleofHongKongthemselvesforallthattheyhaveachievedinthelastcenturyandahalf.ThetriumphantsuccessofHongKongdemands-anddeserves-tobemaintained.HongKonghasshowntheworldhowdynamismandstabilitycanbedefini
5、ngcharacteristicsofasuccessfulsociety.Thesehavetogethercreatedagreateconomywhichistheenvyoftheworld.HongKonghasshowntheworldhowEastandWestcanliveandworktogether.Asaflourishingcommercialandculturalcross-roads,ithasbroughtustogetherandenrichedallourlives.ThirteenyearsagotheGovernmentsoftheU
6、nitedKingdomandthePeople'sRepublicofChinarecognisedintheJointDeclarationthatthesespecialelementswhichhadcreatedthecrucialconditionsforHongKong'ssuccessshouldcontinue.Theyagreedthat,inordertomaintainthatsuccess,HongKongshouldhaveitsownseparatetradingandfinancialsystems,enjoyautonomyandanel
7、ectedlegislature,maintainitslawsandliberties,andberunbythepeopleofHongKongandbeaccountabletothem.ThosespecialelementshaveservedHongKongwelloverthepasttwodecades.HongKonghascopedwiththechallengesofgreateconomic,socialandpoliticaltransitionwithalmostnoneofthedisturban
