1、银联卡无卡自助消费业务规则（待发布稿）1业务概述1.1总则为适应受理市场发展需要，提高银联卡服务品质，明确持卡人自主操作交易终端，终端不读取卡片信息，通过提交终端号码或卡片支付密码发起消费交易相关各方业务运作要求，特制定本规则。本规则适用于通过手机、数字机顶盒等不具备刷卡功能的通讯终端发起的无卡有密或无卡无密自助消费交易。1.2定义无卡自助消费交易是指无卡有密自助消费交易和无卡无密自助消费交易的统称。无卡有密自助消费交易是指受理机构依据持卡人账户定制信息，向发卡机构提交支付卡号及支付密码并索取交易授权的一类跨行交易。无卡无密自助消费交易是指受
2、理机构依据持卡人账户定制信息，仅向发卡机构提交支付卡号并索取交易授权的一类跨行交易。账户委托交易是指持卡人向发卡机构提交的对指定商户开通无卡自助消费交易的电子申请。账户定制是指由持卡人指定无卡自助消费交易适用的银行卡卡号和审核通过的实名制终端，收单机构负责将终端号与持卡人卡号绑定。2发卡业务处理2.1业务加入发卡机构选择开通无卡自助消费交易。加入无卡自助消费业务的发卡机构应遵守《银联卡业务运作规章》及本规则有关规定。发卡机构相关业务系统应确保符合中国银联相关业务规则和技术标准要求，完成并通过业务加入系统测试。ith.3,fillembankm
