6、,forecastingandriskanalysis;21,responsibleforthesettlementoftransactionswiththeBank;22,is江苏矿山救护队管理办法（试行）（讨论稿）第一章总则第一条为加强和规范矿山救护队（以下简称救护队）管理，促进救护队专业化、正规化、标准化建设，提高管理水平、技术水平和装备水平，提高矿山应急救援能力，根据《中华人民共和国安全生产法》、《中华人民共和国突发事件应对法》、《矿山救护规程》(2007)、《矿山救护队资质认定管理规定》、《矿山救护队质量标准化考核规范》(AQ100
7、9-2007)的规定，结合本省实际，特制定本办法。第二条本省行政区域内救护队的建设、管理和保障，适用本办法。第三条本办法所称的救护队包括专职矿山救护队和兼职矿山救护队。第四条矿山企业（包括生产和建设矿山的企业）（以下同）均应设救护队，地方政府或矿山企业应根据本区域矿山灾害、开始生产规模、企业分布等情况，合理划分救护服务区域，组建矿山救护大队或中队，矿山企业所属矿井应建立四级资质救护小队。生产经营规模较小、不具备单独设立救护队的矿井应设兼职救护队，并按规定与就近的取得三级以上资质的救护队签订有偿服务救护协议。救护队的设立和救护协议的签订，是矿山
8、企业及其所属矿井取得安全生产许可证的必要条件。第五条专职救护队应按照《矿山救护队资质认定管理规定》（国家总局令第2号）规定，通过国家和省级安全生产监管监察部门的资质
