6、术在基层防治常见病多发病中的优势和作用，保护人民群众身体健康，缓解广大基层人民群众“看病难、看病贵”问题，自2007年以来，中央财政三年安排专项资金用于在农村和社区推广中医药适宜技术，力争到2010年底之前，中西部地区所有的县级中医医院、乡镇卫生院、社区卫生服务中心、村卫生室、社区卫生服务站中医药适宜技术推广覆盖率达到100%，每个乡镇卫生院和社区卫生服务中心至少有1人掌握不少于10项中医药适宜技术，每个村卫生室和社区卫生站至少有1人掌握不少于4项中医药适宜技术。为进一步做好项目实施工作，确保项目取得实效，国家中医药管理局在广泛调研的基础上，针对县、乡、村三级医疗机
