1、煤改天然气可行性方案一、方案背景为了落实《国务院关于印发大气污染防治行动计划的通知》要求，减少分散燃煤，油耗能源结构，改善空气环境质量，上海市人民政府办公厅下发《关于进一步大力推进燃煤（重油）锅炉和炉窑清洁能源替代工作的实施意见》的通知。通知中要求采用：“引逼结合，以逼为主”的原则，以提高环保标准和严格执法为手段，加大政策引导和资金扶持力度，在2016年1月1日起全市禁止燃烧煤炭（含水煤浆）、重油、木材等高污染燃料。采用天然气，电力，太阳能，热力（含集中供热）等清洁能源替代的企业市、区县两级财力给予一次性补贴。具体补贴按照以下标准执行：燃煤（重油）锅炉炉窑清洁能源替代补贴标
