1、中国新能源汽车产业政策研究北京理工大学硕士学位论文摘要2012年中国汽车产销量双双突破1900万辆,国内汽车保有量突破1亿辆,但由此带来的能源、环境问题日益严重,已成为我国经济和社会可持续发展的瓶颈。《中华人民共和国国民经济和社会发展第十二个五年规划》明确提出要提高我国汽车行业的节能环保水平,大力发展新能源汽车这一战略性新兴产业,重点发展插电式混合动力汽车、纯电动汽车和燃料电池汽车技术。近十几年来,我国新能源汽车产业从无到有,取得了试验、示范的长足进步和核心技术的不断突破,然而要真正实现新能源汽车产业化还面临着诸多困难。而解决问题的关键和出发点就是国家出台的相关产业政策能否适应我国新能源汽车
2、产业发展路线,能否在新能源汽车市场启动、产业拉动等方面起到应有的作用。这也是本文研究的立足点。为此,本文以政策工具和生命周期理论为基础,综合运用规范研究与实证分析相结合、定性分析与定量分析相结合等多种研究方法,分析我国新能源汽车产业的主要问题,对我国新能源汽车产业发展面临的战略环境进行分析,探索未来的发展方向。梳理、分析我国目前已经出台的相关新能源汽车产业政策存在的不足与缺失,结合对消费者的问卷调查,并借鉴美国、欧洲、日本等发达国家、地区的实践经验,探索我国新能源汽车发展应采取的措施,提出我国发展新能源汽车产业的政策建议。关键词:新能源汽车;产业政策;产业化I北京理工大学硕士学位论文Abst
