6、ny,thebusinessofthecompanyresponsibleformonitoring,forecastingandriskanalysis;21,responsibleforthesettlementoftransactionswiththeBank;22,is青岛市建设工程工程量清单计价实施细则1总则1.0.1为规范我市建设工程造价计价行为，统一建设工程工程量清单的编制和计价方法，根据《建设工程工程量清单计价规范》（GB50500—2008）（以下简称《计价规范》）、《山东省建设工程工程量清单计价规则》（
7、鲁建发〔2011〕3号）（以下简称《省计价规则》）及相关法律法规等，结合我市实际，制定本《实施细则》。1.0.2本《实施细则》适用于我市行政区域内的建设工程工程量清单计价活动。1.0.3全部使用国有资金投资或国有资金投资为主的工程建设项目，必须采用工程量清单计价。按照法律、法规规定必须实行招投标的非国有资金投资的工程建设项目，应采用工程量清单计价。其他工程建设项目，宜采用工程量清单计价。1.0.4工程量清单计价活动包括：工程量清单、招标控制价、投标报价、工程价款结算等工程造价文件的编制，工程合同价款的约定，竣工结算的办理以
8、及施工过程中的工程计量、工程价款支付、索赔与现场签证、工程价款调整和工程计价争议处理等活动。1.0.5工程量清单、招标控制价、投标报价、工程价款结算等工程造价文件的编制与审核，应由具有编制和审核能力的招（投）标人或受其委托的具有相应资质的工程造价咨询人及其具有相应资格的工程造价专业人员承担。承担工程造价
