1、残疾人需求的基本状况与对策建议王世平张凯英（山西省残疾人福利基金会，太原市，030006）摘要：通过调研我们了解到，随着社会保障、福利、救助措施的落实，残疾人的生存状况有了明显改善。但是，残疾人贫困面大、贫困程度重的现象依然存在；残疾人优惠保障政策措施落实不到位；残疾人因病、因祸致残，因残、因病致贫的现象十分突出；智力残疾儿童受教育难；残疾人就业扶持、辅助器具配发、假肢装配、生活条件改善、大病救助等方面还存在不少困难。为此，我们建议，要继续实施好残疾人救助项目；开展助业活动，为残疾人就业、创业提供帮助；进一步改善残疾人的生存环境和生活条件；为不同类别的残疾人提

7、feofdisabledpeople.KeyWords:DisabledPeople;SituationofDemand;PointedHelpandAssistance为进一步摸清残疾人的基本需求，便于有针对性地实施残疾人救助项目，我们于2013年年底对太原、吕梁、晋城、运城等4个市、7个县（市、区）的15个乡（镇、街道）、28个村（社区）、70户残疾人家庭、143名残疾人进行了调研走访，通过听取介绍、问卷调查、入户访谈及召开残疾人座谈会，深入了解残疾人的生活状况和实际需求。据此，认真进行梳理，提出对策建议。一、基本做法（一）调研准备：为了搞好此次调研，我们
