1、当前有色金属工业的产业政策 改革开放以来，我国有色金属工业实现了持续稳定健康发展，为全国增长速度较快的行业之一。2001年全国10种常用金属产量达883.71万吨。1983年～2001年的18年间10种常用有色金属产量年均增长在9％以上，多年来据世界前列。 随着生产的发展。我国有色金属企业技术装备水平得到明显的提高。部分重点企业采用了世界最先进的冶炼、加工技术与装备。如奥托昆普闪速冶炼、诺兰达溶池熔炼、拜耳法生产氧化铝、160KA以上预焙阳极电解槽等。使一批有色金属生产基地的工艺技术装备达到国际先进水平。 一、 前有
2、色金属工业存在的问题 随着中国经济实现由卖方市场到买方市场的转变，有色金属产业结构不合理的矛盾也日益突出。这些矛盾主要有： 1.矿产资源紧缺，形势严峻。我国铜矿品位低、大型铜矿少，可供利用的资源严重不足。铝土矿储量虽然丰富，但大多数属于一水硬铝石，矿石溶出性能差，且铝硅比偏低，与国外闪水铝石相比，在氧化铝回收率、碱耗和综合能耗方面有较大差距。 铅、锌、钨、锡、锑、稀土矿资源比较丰富，但富矿多数以开发利用。由于长期以来普遍存在的滥采乱挖，采富弃贫，使资源损失严重，已面临无好矿可建的局面。 enforcedthermal
