2、临的内外环境分析其发展中都存在哪些问题，发达国家对发展中小企业有哪些扶持政策与措施，结合我国国情制定相应的对策等展开讨论。首先，本文从中小企业是国民经济的重要组成部分，与大型企业对比较效率高，反应敏锐；缓解我国就业压力、稳定经济社会秩序几方面认识中小企业的地位和作用认识发展中小企业刻不容缓。接着从内、外部环境两个不同的层次找出中小企业发展中存在的问题，了解中小企业发展的现状，为提出解决发展问题研究对策找到方向，结合发达国家对发展中小企业的扶持政策与措施论证借鉴国外经验，促进我国中小企业的发展。遵循
