1、DetailedRulesfortheImplementationoftheMeasuresfortheAdministrationofIndividualForeignExchangeChapter1GeneralProvisionsArticle1TheseDetailedRulesareformulatedinaccordancewiththeMeasuresfortheAdministrationofIndividualForeignExchangeforthepurposeofstandardizinga

2、ndfacilitatingtheforeignexchangeoperationsofbanksandindividuals.Article2Managementofantotalannualquotashallbeapplicabletoindividualsalesofforeignexchangeanddomesticindividualpurchasesofforeignexchange.ThetotalannualquotaisequivalenttoUSD50,000perpersoneachyear

3、.TheSAFEisempoweredtoadjustthetotalannualquotainaccordancewiththebalanceofpaymentposition.Foreignexchangesalesandpurchaseswithinthetotalannualquotashallbedealtwithatthebanksuponthestrengthofvalidpersonalidentitycertificates.Whentheamountofforeignexchangesalesa

4、ndpurchasesexceedsthetotalannualquota,thoseunderthecurrentaccountshallbedealtwithinaccordancewithArticles10,11,and12oftheseDetailedRules,andthoseunderthecapitalaccountshallbedealtwithinaccordancewiththerelevantprovisionsoftheseDetailedRulesonthe"Administration

5、ofIndividualForeignExchangeundertheCapitalAccount."Article3Foreignexchangepurchasedbyanindividualmayberemittedabroad,depositedinhis/herforeignexchangesavingsaccount,orcarriedacrosstheborderinaccordancewiththerelevantprovisions.Article4Whentheamountofindividual

6、foreignexchangepurchasesandsalesiswithinthetotalannualtotal,theindividualmayentrusthis/herimmediatefamilymemberstodealwiththebusiness;whentheamountofindividualforeignexchangepurchasesandsalesoroverseasindividualpurchasesofforeignexchangeexceedsthetotalannualqu

7、ota,theindividualmayentrustotherstodealwiththebusinessuponthestrengthoftherelatedsupportingdocumentsinaccordancewiththeprovisionsintheseDetailedRules.Article5Incaseswhenanindividualcarriesforeigncashacrosstheborder,he/sheshallobeytherelevantadministrativeprovi

8、sionsoftheState.Article6Alldesignatedforeignexchangebanks(hereinafterreferredtoasbanks)shallexamineandverifytheauthenticityofindividualforeignexchangetransactionsinaccordancewith
