1、论我国公务员制度的特点我国国家公务员制度是根据我国的基本国情建立的，同时又改革了传统的人事制度的弊端，因此它既不同于西方公务员制度也不同于我国传统的人事管理制度。一、我国公务员坚持党的基本路线，政治立场明确，公务员不搞“政治中立”，不参与政党之间的竞争。在《国家公务员暂行条例》的总则中明确规定“国家公务员制度贯彻以经济建设为中心，坚持四项基本原则，坚持改革开放的基本路线。”这说明我国公务员制度是党的组织路线，而西方公务员不得参加党派活动，不得带有政治倾向。在我国，公务员不仅可以参加政党和政党的活动，而且应积极参与国家的政治生活，对机关及其领导人员的工作提出
