2、hemaintenanceofinternationalpeaceandsecurity,andthepromotionoffriendlyrelationsamongnations,ConsideringthattheUnitedNationsConferenceonDiplomaticIntercourseandImmunitiesadoptedtheViennaConventiononDiplomaticRelations,whichwasopenedforsignatureon18April1961,Believingthataninternationalco
3、nventiononconsularrelations,privilegesandimmunitieswouldalsocontributetothedevelopmentoffriendlyrelationsamongnations,irrespectiveoftheirdifferingconstitutionalandsocialsystems,Realizingthatthepurposeofsuchprivilegesandimmunitiesisnottobenefitindividualsbuttoensuretheefficientperformanc
4、eoffunctionsbyconsularpostsonbehalfoftheirrespectiveStates,AffirmingthattherulesofcustomaryinternationallawcontinuetogovernmattersnotexpresslyregulatedbytheprovisionsofthepresentConvention,Haveagreedasfollows:Article1Definitions1.ForthepurposesofthepresentConvention,thefollowingexpressi
5、onsshallhavethemeaningshereunderassignedtothem:a)"consularpost"meansanyconsulate-general,consulate,vice-consulateorconsularagency;b)"consulardistrict"meanstheareaassignedtoaconsularpostfortheexerciseofconsularfunctions;c)"headofconsularpost"meansthepersonchargedwiththedutyofactinginthat
6、capacity;d)"consularofficer"meansanyperson,includingtheheadofaconsularpost,entrustedinthatcapacitywiththeexerciseofconsularfunctions;e)"consularemployee"meansanypersonemployedintheadministrativeortechnicalserviceofaconsularpost;f)"memberoftheservicestaff"meansanypersonemployedinthedomes
