2、ty-seventhsinceOctober12,2005)A,generalFirst,accordingtoChina'sapprovalofthe"UnitedNationsFrameworkConventiononclimatechange"(hereinafterreferredtoas"theConvention")andapprovedthe"KyotoProtocol"(hereinafterreferredtoasthe"Protocol")andtheprovisionsoftherelevantdecisionsofthec
3、onferenceoftheparties,ChinesegovernmenttopromoteCDMprojectactivities,maintaintherightsandinterestsofChinese,ensureprojectactivitiesinanorderlymanner,formulated.Secondaccordingtothe"Protocol"provisionsofthecleandevelopmentmechanismisamechanismfordevelopedcountrypartiestoachiev
4、ethegreenhousegasemissionreductionobligationsanddevelopingcountrypartiesforcooperationprojects,theaimistoachievetoassistdevelopingcountryPartiesinachievingsustainabledevelopmentandpromotingthe"Convention"theultimategoal,andtoassistdevelopedcountryPartiesinachievingitsquantiza
5、tionthelimitationandreductionofgreenhousegasemissionscommitments.Thecoreofthecleandevelopmentmechanismistoallowdevelopedcountriesthroughprojectcooperationwithdevelopingcountries,certifiedgreenhousegasemissionreductionsgeneratedbytheprojecttoget".ThirdinChinesetocarryoutCDMpro
6、jectcooperationmustbeapprovedbytherelevantdepartmentsofthestatecouncil.FourthCDMprojectsintheChineseareaoffocusistoimproveenergyefficiency,newenergyandrenewableenergyandrecyclingandutilizationofcoalbedmethanedevelopmentandutilization.Fifthaccordingtothedecisionoftheconference
7、oftheparties,theimplementationofCDMprojectsshouldensuretransparency,efficiencyandaccountabilityresponsibility.Two,permitconditionsSixthCDMprojectsshallcomplywiththelawsandregulationsChineseandsustainabledevelopmentstrategiesandpolicies,aswellastheoverallnationaleconomicandsoc
