2、tySupervision,InspectionandQuarantinePromulgationDate:2005-12-31EffectiveDate:2006-01-01Article1TheseMeasuresareformulatedforregulatingthequarantinesupervisionandadministrationofwoodenpackagesofimportedgoods,preventingharmfulforestorganismenteringintoCh
3、inaalongwiththewoodenpackagesofimportedgoods,protectingtheforestsandecologicalenvironmentofChinaandfacilitatingtheimportandexportofgoodsinaccordancewiththeLawofthePeople'sRepublicofChinaontheEntryandExitAnimalandPlantQuarantine.Article2The"woodenpackage
4、s"asmentionedintheseMeasuresreferstothewoodenmaterialsusedforcarrying,packing,matting,supportingorfasteninggoods,suchaswoodencases,woodencrates,woodenpallets,woodenframes,woodencasks(excepttheoakcasksforcontainingthewine),woodenshafts,woodenwedges,woode
5、npads,crosstiesandwoodenlinings,etc.The"woodenpackages"asmentionedintheseMeasuresexcludestheartificialcomposedwoodenpackagingmaterials,orthewoodenpackingmaterialswhicharedeeplyprocessedbyheatingorpressing,etc.(suchasveneers,flakeboardsorfiberboards,etc.
6、),andtherevolvedcutcoresfromwoodensheets,scobs,wood-wools,woodenshavings,aswellasthewoodenmaterialswhichare6mmthickorless.Article3TheGeneralAdministrationofQualitySupervision,InspectionandQuarantine(hereinafterreferredtoastheGAQSIQ)shallbeuniformlyrespo
7、nsibleforthequarantinesupervisionandadministrationofwoodenpackagesofimportedgoodsthroughoutthecountry.TheentryandexitinspectionandquarantineinstitutionsestablishedbytheGAQSIQinalltheregions(hereinafterreferredtoastheinspectionandquarantineinstitutions)s
8、hallberesponsibleforthequarantinesupervisionandadministrationofwoodenpackagesofimportedgoodsintheirrespectiveregions.Article4Thewoodenpackagesusedforimportedgoodsshallbe,underthesurveillanceofthecompetentquarantinedepartmentofthe
