4、usness,thepaperdiscussesfourstagesoftheevolutionoftheEuropeanUnionenvironmentpolicy.Thefirststagelasts&om1958to1972inStockholm.Inthisstage,theindustrialpollutionwasthemainconcernintheWesternEurope,aproblemendangeringhumanhealth.Therewasnoofficialenvironmentpolic

5、y,exceptsomeregulationstoprotecthealthandcontrolpollution.ThesecondstageisatthebeginningoftheEuropeanUnionenvironment,fiom1972to1987.EuropeanUnionandotheradvancedcountrieswerecertainthatitwasmanwhowaspollutinginftieprocessofbuildingmarket-orieDtedeconomy.Basedon

6、theknowledge,theEuropeanUnionmadeofficiallawsandpolicytoprotectenvironmentandadoptedtheenvironmentalmanagementmeasures.ThethirdstageisthedevelopmentoftheExjropeanUnionenvironmentpolicy，from1987to1992.Duringthisstage,theEuropeanUniondevelopedmorethanonehundred^vi
