3、tbarrierinChineseforeigntrade.ThispaperprovidesthesystemshortageaboutChinesegreenbarriers.SoChinashouldlaunchacampaigntoconstructthesystemofgreenbarriersaccordingtoChineseEconomicbackgrounds.ThispaperalsoproposessomelawcountermeasurestosetupandimprovetheChinese

4、greenbarriersystem.IntroductionAfterentranceintotheWTO,Chinahasbeenbenefitedgreatlyfromthefreetrade,butwemustbeawarethatiftoomuchimportancebeattachedtothefreetrade;themarketopeningprogresswillbeboundtobeadouble-edgedsword.Oneaspect,theopenmarketwillflourishthem

5、arketbuttheothersideofthecoinisthattheenvironmentmaybedeterioratedbyimpetusoftheexploitation.SotheregulationandthedecisisoftheWTOemphasizedthevalueoftheenvironmentreservationprevailtherespectivevalueoffreetrade.Thentheorganizationallowsthecontractedpartiesuseth

6、eadministrativemeasurestoprotecttheenvironmentinterestswithoutabusement.Thispaperattemptstodiscusstheintensionandthetendencyofthe“Greenbarrier”，andputsforwardsomeproposeforthesystemconstructionandstrategyfortheChina’sextrovertedtypeeconomicdevelopment.Theconcep
