1、—资金支付管理制度1.范围本标准的目的是为了保证公司资金使用的合理性，提高资金运营效益、节省费用开支，在遵循量入为出，统筹安排原则的前提下，做到用款有计划，付款有审批。本标准规定公司资金遵循的原则，用款计划审批权限，审批程序，签批权的授权规定。本标准适用于本公司生产、经营管理工作各项资金支付工作。2.遵循的原则2.1本标准规定对资金的使用均须遵循“先审后批”原则，凡不依程序越权越级审批的公司财务部一概不予受理。2.2本标准规定的相关标准，除明文规定可进行特批外，其余一律不得申请特批。3.用款计划公司各部的
