2、gze(ShanghaiAcademyofEnvironmentalSciences,Shanghai200233)摘要根据上海市“+_-vr”农业源污染减排实施情况,从技术层面政策层面和资金层面汇总分析了当前在开展规模化畜禽场污染减排工作中遇到的主要难点及成因在此基础上。根据国家环保部核算细则等技术规范,结合上海市规模化畜禽养殖现状,提出适用于上海市规模化畜禽场污染减排的生态还田和达标治理2大类4种具体减排模式,适用性和优选依据。从相关技术规范出台、联合管理体系健全、联合工作机制建立.资金保障体系提供、排污许可制度实施等方面提出长
