2、etherlands,NewZealand,theKingdomofNorway,Pakistan,SouthernRhodesia,Syria,theUnionofSouthAfrica,theUnitedKingdomofGreatBritainandNorthernIreland,andtheUnitedStatesofAmerica:Recognizingthattheirrelationsinthefieldoftradeandeconomicendeavourshouldbeconductedwithaviewtoraisingstandardsofliving,ensurin
3、gfullemploymentandalargeandsteadilygrowingvolumeofrealincomeandeffectivedemand,developingthefulluseoftheresourcesoftheworldandexpandingtheproductionandexchangeofgoods,Beingdesirousofcontributingtotheseobjectivesbyenteringintoreciprocalandmutuallyadvantageousarrangementsdirectedtothesubstantialredu
4、ctionoftariffsandotherbarrierstotradeandtotheeliminationofdiscriminatorytreatmentininternationalcommerce,HavethroughtheirRepresentativesagreedasfollows:PARTIArticleIGeneralMost-Favoured-NationTreatment1.Withrespecttocustomsdutiesandchargesofanykindimposedonorinconnectionwithimportationorexportatio
5、norimposedontheinternationaltransferofpaymentsforimportsorexports,andwithrespecttothemethodoflevyingsuchdutiesandcharges,andwithrespecttoallrulesandformalitiesinconnectionwithimportationandexportation,andwithrespecttoallmattersreferredtoinparagraphs2and4ofArticleIII,*anyadvantage,favour,privilegeo
6、rimmunitygrantedbyanycontractingpartytoanyproductoriginatinginordestinedforanyothercountryshallbeaccordedimmediatelyandunconditionallytothelikeproductoriginatinginordestinedfortheterritoriesofallothercontractingparties.2.Theprovisionsofparagraph1ofthisArticleshallnotrequiretheeliminationofanyprefe
7、rencesinrespectofimportdutiesorchargeswhichdonotexceedthelevelsprovidedforinparagraph4ofthisArticleandwhichfallwithinthefollowingdescriptions:(a)Preferencesinforceexclusivelybetweentwoormoreoftheterritorieslisted
