1、城市社区应急管理模式研究摘要应急管理重心下移是公共危机实践发展的趋势。社区作为现代城市公共治理系统末梢的基本组成单元，是城市应急管理系统的重耍功能单元。“非典”事件以来，我国应急管理体系有了长足发展，但是目前应急管理体系尚未延伸到社区层面（鉴于我国的行政体制，本文的社区即指街道层面），而且城市社区危机应对的主导意识深处依旧是传统的“管理''的理念，社区应急管理存在诸多亟待解决的问题。在此背景下，本文以协同学为基础，并借鉴社会资本理论、公共危机治理等理论，将以上理论应用到我国城市社区应急管理研究。作者通过文献研究法总结并比较国外城市社区应急管理模式的经
2、验，同时通过结构访谈的方法获取当前我国城市社区应急管理模式的现状，研究发现其中的特点与存在的问题；并且还选取了s市X区A街道作为个案，对其进行案例分析：从组织体系以及职能方面对A街道的应急管理系统进行初步的优化。在此基础上，本文建构了一种城市社区应急管理的协同模式，并阐述了该模式屮城市应急管理的主体、组织框架、协同机制，同时对该模式的环境进行了深入分析；进而对该模式的实现途径进行了探讨。关键词：城市社区，协同学，社会资本，应急管理模式，协同模式ASTUDYONURBABNCOMMUNITYEMERGENCYMANAGEMENTMODEABSTRACT
