1、湖南科技大学毕业设计（论文）郴州农业保险发展模式题目研究作者廖健学院商学院专业经济学学号0715010111指导教师周俊二O—O年六月一日中文摘要建设社会主义新农村是党中央确立的发展口标，也是推进和谐社会建设的战略抉择。农业保险是新农村建设的三大支柱（农业科技、农业金融和农业保险）Z—，是世贸组织允许的支持农业的“绿箱政策”Z—。郴州一个自然灾害多发的地区，急需农业保险为现代农业发展保驾护航。但郴州市农业保险的发展却相对滞后，并且缺乏对农业风险的研究和预防。因此加强对农业保险发展模式的研究，具有重耍理论价值和实践意义。本文首先对农业保险理论进行了阐述，分
2、析了郴州市农业保险发展的现状，接着对国内外农业保险发展模式运行情况及经验启示进行了比较、总结，。提出郴州要大力发展农业保险，应结合其实际情况，制定农业保险发展战略；加大政府对农业保险的扶持力度，建立健全的法律和监督体系；提高农民收入的同时加人宣传力度，激发农业保险的潜在需求；创新农业保险险种，稳步扩人农险覆盖而；培养专业人才，提高保险公司的经营管理水平；建立农业保险监管体系和齐方利益衔接机制，促进农业经济发展，促进农民增收，促使“三农”问题的有效解决。关键词：农业保险、发展模式、政府支持、经营模式ABSTRACTBuildinganewsocialist
