2、oolsandgoingthroughtheNationalService,andacommonworkinglanguage一English.Togrowthecommonspaceanddeepeninter-racialunderstanding,thenPrimeMinisterGohChokTongmootedtheconceptof"Inter-RacialConfidenceCircles"(IRCCs)fortheconstituenciesand"HarmonyCircles，'(HCs)forschools,wor
3、kplacesandotherlocalorganizationsinJanuary2002.BoththeIRCCsandHCsaremeanttobeinformal,self-evolvedbodies.ANationalSteeringCommittee(NSC)onIRCCsprovidesbroadguidanceforIRCCstodeepeninter-racialandinter-religiousrapportwithinthecommunity.TheprimarypurposeofIRCCsistoprovid
4、earegularplatformforleadersofthevariousracialandreligiouscommunitiestointeractandgettoknowoneanotherbetter.Thiswillbuildconfidence,friendshipandtrustamongthem.//Thereare84constituenciesinSingaporeandthereisan1RCCineachconstituency.Asat30June2004,thetotalmembershipis974,
5、ofwhichChinese,Malays,IndiansandOthersconstituted58%,22%,19%and1%respectively.TherolesofIRCCsareessentiallytoformulatestrategiesandinitiativestopromotegreaterknowledgeandunderstandingamongthedifferentracesandreligions.TheywillalsoassistintheformationofHCsandprovidetheHC
6、swithguidanceandinformationoninter-racialandinter-religiousconfidentbuilding.Ascommunityleaders,IRCCmembersmaytakeontheroleof“headmerT,whommembersoftheirrespectivecommunitiescanturntoforleadershipwhenproblemsarise.IRCCmembersalsokeeptrackofgrievancesandcomplaintsfromthe
7、ground,thusgivingthemauniqueunderstandingoflocalrace/religioussentiments.PeopledAssociation(PA)hadformedMalayandIndianActivitiesExecutiveCommittees(MAECsandIAECs)withtheobjectivesoforganisingcultural,educational,socialandsportsactivitiesforMalayandIndiancommunityandprom
