3、stigatewhetherthesystems.However,addingflexibilitytoselfishsystemsmayefficiencyandfairnesscanbeobtainedwithself-enforcingspec-trumsharingrules.Theseruleshavetheadvantageofnotleadtoinefficientandunfairsituations.Forexample,agreedyrequiringacentralauthoritythatverifiesc
