2、ercriteriahavebeenmetbythestandardsdeveloper.Consensusisestablishedwhen,inthejudgmentoftheANSIBoardofStandardsReview,substantialagreementhasbeenreachedbydirectlyandmateriallyaffectedinterests.Substantialagreementmeansmuchmorethanasimplemajority,butno
3、tnecessarilyunanimity.Consensusrequiresthatallviewsandobjectionsbeconsidered,andthataconcertedeffortbemadetowardtheirresolution.TheuseofAmericanNationalStandardsiscompletelyvoluntary;theirexistencedoesnotinanyrespectprecludeanyone,whetherhehasapprove
4、dthestandardornot,frommanufacturing,marketing,purchasing,orusingproducts,processes,orproceduresnotconformingtothestandard.TheAmericanNationalStandardsInstitutedoesnotdevelopstandardsandwillinnocircumstancesgiveaninterpretationofanyAmericanNationalSta
5、ndard.Moreover,nopersonshallhavetherightorauthoritytoissueaninterpretationofanAmericanNationalStandardinthenameoftheAmericanNationalStandardsInstitute.Requestsforinterpretationsshouldbeaddressedtothesecretariatorsponsorwhosenameappearsonthetitlepageo
