1、摘要安徽作为中部农业大省,种粮大户规模经营的投资大,对资金有很大需求,但是贷款难这个问题一直存在,中央已经启动调整农业三项补贴改革试点工作,明确提出支持粮食适度规模经营,对粮食补贴有根本性的方向调整。全国首家省级农业信贷担保公司已落地安徽,主要为农业适度规模经营户提供信贷担保,重点为粮食适度规模经营户提供担保,因此,以种粮大户借贷行为为导向提出解决农村金融供给不足,完善农村金融服务体系的对策建议,对解决安徽省农户贷款难问题具有重要的意义。本研究以安徽省403户种粮大户借贷行为为研究对象,在总结国内外相关文献的基础上,首先运用行为
2、经济学理论、农户经济行为理论、农户借贷行为基础理论、农村信贷市场理论解释种粮大户的借贷行为,其次,对我国农户经济行为及借贷行为进行了简单分析,在此基础上对安徽省种粮大户借贷情况及存在的问题进行了分析,然后研究了被调查地区的基本情况、借贷环境、被调查种粮大户资金借贷规模、借贷利率、借贷利息并提出假设。最后,运用描述性统计法对可能影响种粮大户借贷行为的因素进行了统计分析,分别从向亲友借贷、向高利贷借贷、向银行等正规金融机构借贷这三个方面对影响因素进行实证分析。结果表明,借贷规模方面向亲友借贷的种粮大户户数为向高利贷借贷的2倍,金额多
3、集中于30万元以下,借贷期限方面多为中短期借贷,向亲友借贷的借贷期限一年以下居多,部分大户表示不限制还款年限,向高利贷借贷期限基本都在一年以下。回归分析结果显示影响种粮大户借贷行为的因素有四个:非农收入、家庭总耕地经营面积、户主担任村干部情况、户主政治面貌。因此,说明种粮大户的经营规模和自身身份对借贷的行为有影响。据此提出以下建议,国家层面:深化农村金融机构改革、建立健全农村信贷担保体系和农村信用环境、规范和发展非正规金融机构借贷、完善农业保险制度;种粮大户自身:培养种粮大户的金融意识、提高种粮大户文化水平和对种粮大户的技能培训
