1、对外经济贸易大学硕士学位论文我国稀土贸易存在的问题和对策姓名：郭明英申请学位级别：硕士专业：国际贸易学指导教师：白树强201105摘要十一届三中全会以来，我国的稀土贸易在比较优势理论的指导下获得了快速的发展，稀土年产量、年消费量以及年出口量均居全球之首。但通过分析我国的稀土贸易现状，发现我国稀土贸易存在着以下问题：我国没有稀土产品定价权、产业集中度低、现有管理体系不完善、稀土贸易理念不正确、环境污染严重和资源过度开采。论证了比较优势理论已经不适合当今我国稀土贸易的发展，证实了国家竞争优势理论在稀土贸易领域的适用性。基于国家竞争优势理论的观点，我

2、们应清楚我国稀土产品具有的比较优势不代表已经具有了竞争优势，我们应充分发挥企业的创新机制和转变政府的职能。结合我国稀土贸易的现状，通过运用国家竞争优势理论，给出了五项提升我国稀土产业国际竞争力的对策，包括：培育稀土产业所需的高级生产要素、提高国内稀土产品的需求品质、提高产业结构水平和加强产业集群建设、培育有竞争力的稀土生产经营主体、努力创造一个有利于提高稀土产业竞争力的环境，其中，每项对策中都包括若干具体措施。通过将依靠比较优势转变为依靠竞争优势，改进我国稀土产业的外贸增长方式，最终实现我国稀土贸易又好又快的发展。关键词：稀土，比较优势，竞争优
