5、消纳问题成为了制约风电可持续发展的瓶颈。以国家即将出台的可再生能源配额制政策为指导,提出了一套多时空尺度风电消纳体系,在空间层面考虑了省级、区域级、国家级等不同等级的电网消纳主体,在时间层面考虑了中长期、短期、实时等不同尺度的消纳需求。该体系整合了各层面风电消纳技术、评估评价方法、市场机制与配套政策,使针对风电消纳所研发的技术与政策能够发挥出最佳效用,实现风电消纳过程的良性运作,最终实现风能资源的高效利用。关键词:多时空尺度消纳体系;风电消纳能力评估;风电消纳决策;市场机制;配套政策Preliminaryanalysisonwindpoweraccommodationsys
