3、nvestigatetheimpactofthelocalfiscalexpenditure,bytakingeconomicdevelopmentlevel,localfiscalrevenues,fiscaldecentralizationandpopulationasthefourvariables,thenconfirmordisprooftheopinionabouttheinfluencefactorsoffiscalexpenditurescaleafteranalyzingtestresults;inthesixthpart,thepaperputforwardthefe

4、asiblerecommendations,andpointouttheinadequacyexistingonthesampleselectionandempiricalmethods,innovativeresearchideas,aswellasfurtherresearchinthefuture.Thethesismakesthefollowingconclusionsafterempiricalresearchonvariousfactors:(1)Thelevelofregionaleconomicdevelopmentandlocalgovernmentfiscalexpe

5、nditureisnegativecorrelation.Thegrowthrateoffiscalexpenditurescalewouldslowdownwhiletheregionaleconomicdevelopfast.(2)Localfiscalrevenueandfiscalexpenditureplacesapositivecorrelation,butthescaleoffiscalexpendituregrowsfasterthanthegrowthoflocalfiscalrevenue,whichcausesthefiscaldeficit.(3)Thefisca

6、ldecentralizationplacesmoreobviously,thefinancialburdenismoreserious,whilethelocalfiscalexpenditurescaleisexpandingcontinently.(4)Thereisacointegrationrelationshipbetweentheregionalpopulationandlocalfiscalexpenditure.Butthecorrelationcoefficientisonly0.03,whichnotdescribethatthefiscalexpenditureg

7、rowwiththepopulationexpansion.Thesocialcostbecauseofpopulationexpansionbarebythegovernmentisnotobvious.Thethesisputforwardthefollowingproposalsafterempiricalanalysis:(1)Normativefunctionsofthegovernmentandpromoteeconom
