3、4第六章绪论······································16············宁夏公务员制度的基本特点研究建立和健全自治区公务员制度是我区干部人事制度的重大改革。我区13-13-以往干部人事制度中存在一些问题，如干部队伍庞杂，管理权限过于集中，管理方式陈旧单一，管理制度不健全，缺乏有效的监督机制等，严重影响了干部人事管理工作的科学化、法制化和现代化进程。为了改变这样一种局面，1993年8月14日，《国家公务员暂行条例》出台，标志国家公务员制度的初步形成。我区按照国家公务员制度不
4、搞政治中立，不搞党派脱钩，不搞两官分途，坚持党的基本路线，坚持党管干部的原则，强调德才兼备，强调全心全意为人民服务的宗旨，确立了经过竞争性考试择优录用的原则，建立了完善的公务员法规体系，使政府机关人事管理工作实现了由适应计划经济的管理体制到适应社会主义市场经济体制的跨越。关键词：公务员公务员制度法律依据监督机制人事管理Abstract:Establishandperfecttheautonomousregioncivilservicesystemisamajorreformofthecadreandpersonne
