7、经济开发区全面深化改革，积极探索，紧紧围绕基础为先，服务至上，产城一体，配套互补的工作思路，以招商、招工、服务为重点，以扩总量、优结构、增效益为主线，进一步转变作风，进一步增压、提速、破难、创新，抢抓机遇，攻坚克难，各项工作有序推进，建设发展呈现出经济指标稳定增长、产业构架初具规模、投资环境持续改善的良好局面，工业新区、经济新区、城市新区已见雏形。一、主要采取的措施（一）加强领导，健全机制提高落实率。以开展党的群众路线教育时间互动为契机，开展1+1党员干部进企业服务、双服务（服务企业、服务项目）、1+2（1个项目

8、明确1名责任领导和1名责任人）服务等活动，成立了项目推进和督查机构，建立健全目标责任制，全面实行点对点工作法和一线工作法，将项目进行细化分解，并实行一个项目、一名领导、一个班子、一抓到底的工作方式，强力推进项目建设。切实落实项目一周一督查，一旬一调度，一月一总结，一季一考核的督查考核机制，将考核结果作为单位评先选优和干部任用的重要依据，提高了项目建设责任落实率。（二）注重
