4、sms)fromspreadingintooroutofthecountry,protectingtheproductionofagriculture,forestry,animalhusbandryandfisheryaswellashumanhealth,andpromotingthedevelopmentofforeigneconomicrelationsandtrade.Article2Animalsandplants,theirproductsandotherquarantineobjects,con
5、tainersandpackagingmaterialsusedforcarryinganimalsandplants,theirproductsorotherquarantineobjects,aswellasmeansoftransportfromanimalorplantepidemicareasshall,onentryorexit,besubjecttoquarantineinspectioninaccordancewiththisLaw.Article3Ananimalandplantquarant
6、inedepartmentshallbeinstitutedundertheStateCouncil(hereinafterreferredto,forshort,astheStateanimalandplantquarantinedepartment),whichshallconductaunifiedadministrationoftheentryandexitanimalandplantquarantineinthewholecountry.Portanimalandplantquarantineoffi
7、cessetupbytheStateanimalandplantquarantinedepartmentatportsopentotheoutsideworldandatplacesbusywithentryandexitanimalandplantquarantineshall,10inaccordancewiththisLaw,carryoutentryandexitanimalandplantquarantine.Thedepartmentinchargeofthequarantineofanimalpr
