3、hefirstistoimproveourcitytrafficconditions,improvetheefficiencyofroad,cityroadandbridgetunnelvehiclespecificationloantobuildatollcollectionmanagementbehavior,accordingtothe"Regulationsonthemanagementofcityroad"(StateCouncilDecreeNo.198th)andtherelevantprovisionsofthepeople'sGovernmentoftheprovince,
4、combinedwiththeactualcity,theenactmentofthisapproach.Articlesecondofthesemeasuresapplicabletothecity'sloanconstructionofurbanroads,bridges,tunnels,Vehiclestolls(hereinafterreferredtoastolls)levymanagement.TheThirdMunicipalAdministrationDepartmentistheadministrativedepartmentinchargeoftollcollection
5、andadministration.Thetollcollectionmanagementinstitution(hereinafterreferredtoasthecollectionadministrationorgan)shallberesponsibleforthecollectionandadministrationofthetoll.Therelevantdepartmentsinchargeoftransportation,publicsecurity,priceandfinanceofthemunicipalityshallcoordinatetheimplementatio
6、nofthesemeasuresinaccordancewiththeirrespectivefunctionsandresponsibilities.Thecollectionandmanagementofthefourthtollsshallfollowtheprincipleofcollectionaccordingtolaw,openness,justice,civilizedlawenforcement,convenienceforthemassesandstrictmanagementofrevenueandexpenditure.Fifthurbanroads,bridgesa
