3、publicservants'dutyconsumptioncausedbytheabusesandnotapersonofintegrity,isoneofthemajorproblemsinthepartyinGovernment,itsoperationorderhaveanegativeeffectonthepartyandGovernmentorgans,seriouslydamagingtheimageofthepartyandtheGovernment,underminingtherelationshipbetweenpartyandthemasses,effect,
4、openingupandeconomicconstruction.FromICountyinrecentyearsofgovernancesituationsee,positionsconsumptionintheproducedof"twonot"phenomenonrenderingfourafeatures:aispositionsconsumptionsystemlosthasdueofbinding,rightisgreaterthanrules,andrightisgreaterthanmethodofphenomenonmorehighlight;IIisinposi
5、tionsconsumptionintheCameraObscuraoperation,usingterms,willpositionsconsumptionintohaspersonalconsumption,willcorporatepointstointopersonalpointsto,makespositionsconsumptioninsomeaspectshasintopositionsenjoyandself-dealingofmeans;threeistopositionsconsumptionforname,fraud,falseimpersonator,Tre
6、ndofnegativecorruptionphenomenasuchascorruptionandmisappropriation;fourpalaces,followthefashion,rivalries,wasteful,andpostconsumptionbecameasymbolofshowingofftheirindividualcapacities.Causedbypublicservants'dutyconsumptionofmany"two"phenomenoninwhichpeoplereflectthebiggestproblemsare:(a)theoff
