1、Baselineonconflictsensitivity&peacebuildingforC-SomaliaRachelGoldwyn,CIUKOctober2007ExecutiveSummaryAspartofawiderefforttomainstreamconflictsensitivityandidentifypotentialfuturerolesinpeacebuilding,C-SomaliaandCIUKdevelopedastrategicagreementonconflict.Oneelementofthisagreementistoconduc

2、tabaselineofcurrentcapacityandcompetencyforconflictsensitivityandpeacebuilding,toenabletheCOdevelopcapacitybuildingandotheractionplanstoimproveconflictsensitiveandpeacebuildingpractice.Thebaselineinvolvedinterviewswith20staff,anddrawsonobservationsfromworkshopsin2006-7.Thisbaselinereport

3、isorganisedaccordingtotheenquiryareas,rangingfromstrategicdirectionsthroughtostaffcompetencies,withcommentsbystaffandobservationsinnormaltext,andanalysisandrecommendationsinunderlinetoclearlyseparatethetwo.TherecommendationsareorganisedinacharttogiveasuggestedphasingofactionsforC-Somalia

4、toimproveconflictsensitiveandpeacebuildingpracticeoverthecominglongrangestrategicplan.Strategicdirections–theexistingLRSPgoalandstrategicdirectiononconflictgivesC-Somaliaabroadmandateforpeacebuildingprogramming–fromworkingontheenablingenvironmentthroughtoindividualattitudinalchange.There

5、havebeenproblemswithimplementingthese,includingthegoal&directionsbeingdevelopedasalowestcommondenominatorbetweentwocompletelyseparatesetsofprogrammesindifferentlocations,havingnomechanismtooperationalisethem,alackofawarenessamongststaffofthestrategicdirection,andacontinuousonslaughtofeme

6、rgenciesthathavedivertedattentionfromthestrategicplan.ShouldthenewLRSPincludeastrategicdirectiononconflictitcouldbemorespecific,articulatingthepeacefulfutureC-Somaliaisworkingtowards(a‘visionofpeace’)whichcouldthenprovidepracticaldecisionmakingparametersforwhatsortofpeacebuildingprogramm

7、etopursue/integrateascrosscuttingwork.Thiscouldbefurtherelaboratedforthethreeregionsandthedifferentprogrammingsectors.Further,itappearsthatthestrategicdirectionoughttobeequallyrelevantandworkableincrisisaswellas‘normal’situationsinSomalia,andtobewidelycommunicatedtostaff.
